NOTICE FOR EARLY PUBLIC NOTICE OF A PROPOSED ACTIVITY WITHIN THE 100-YEAR FLOODPLAIN AT THE TOLEDO AIR NATIONAL GUARD BASE 

The Ohio Air National Guard (OHANG) seeks input on practicable alternatives for proposed activity within the Wolf Creek Watershed 100-year Floodplain at the 180th Fighter Wing, Toledo Air National Guard Base (ANGB) portion of the Toledo Express Airport.  

The Proposed Action involves targeted site demolition, pavement construction and replacement, and supporting utility upgrades. Initial activities include the demolition of Buildings 115, 131, and 133 (3,000 SF footprint), removal of the Boyer Dome tented storage facility, guardrail removal, and the demolition of 28,000 SF of existing pavement. Infrastructure preparation also includes modifying the electrical utility run between Buildings 137 and 131.

Pavement construction and replacement will feature approximately 35,500 SF of new 6-inch-deep concrete, including replacing the asphalt Engine Shop parking lot with concrete, constructing a new concrete access road with two approach pads, constructing a concrete foundation to host two "Big Top" tents, and constructing a dedicated equipment pad for an HVAC unit. Comprehensive drainage infrastructure consisting of central trench drains in each tent area and a full-length drain between the slabs will also be installed.

Final utility and site restoration work includes installing a new communications handhole at the existing conduit with a new run to the tent pad and reseeding some demolished pavement areas with grass. Project staging areas will be restricted to existing paved surfaces. 

Because 95.7% of the Toledo ANGB is located within the Wolf Creek Watershed Floodplain, avoidance of actions within the 100-year floodplain is impractical to sustain mission requirements; therefore, only the no action alternative is being considered in addition to the proposed action.  

The proposed action is subject to the requirements of Executive Order (EO) 11988 Floodplain Management because it will occur within the 100-year floodplain. This notice has been prepared and made available to the public by the OHANG in accordance with EO 11988 and Air Force Manual 32-7003 Environmental Conservation.

The OHANG invites the public to provide comments on the proposal, including any practicable alternatives to constructing in the floodplain.  

The public comment period ends 30 days after the publication date of this notice.
